History: Pretty much nothing is known of his early life or anything until three years ago about Itsuki, so I think I'll just start there-- He developed his powers spontaneously three years ago (well 3.5 years 'cus I'm taking him from the end of the series) when Haruhi decided to more or less re-write the world. The powers he just knew he had an he knew Haruhi was the one which gave them to him. Several dozens of others had a similar experience, and so joined together into the group Koizumi now works for - the Agency.
To be frank, the series covers little more on the Agency or on his background other than the fact the Agency is interested in Haruhi Suzumiya, for obvious reasons. Well that and it seems to have nearly omnipotent knowledge of pretty much everything and funds to makes it all happen. Some of the members think she's God, but Koizumi himself doesn't believe in a singular God. His motives and true thoughts are carefully hidden under his uncanny ability to figure out what others are thinking, so next to no one knows him well at all (slippery bastard). He appears to be fairly high-up in the Agency, as witnessed by his ability to shift the battle with the Shinjin in episode 5 so decisively, command a car in the same episode, and set up the Murder Mystery game.
Now, he is the Agency's watchdog for Haruhi, sent there to make sure she doesn't get too bored or otherwise remake the universe. To this end, he joins the S.O.S. Brigade and fills the role (in Haruhi's head) as the mysterious transfer student. He is later made vice-chief of the Brigade to his nearly yes-man attitude towards Haruhi (a complete contrast to Kyon's instant complaining). Basically, he goes out of his way to make sure Haruhi remains amused, and is willing to pull a lot of strings for this, but at the same time he counts on Kyon when the shit hit the fan.
Interesting Information: Koizumi is an Esper, to start. His powers are limited completely to within "closed spaces" which are made by Haruhi Suzumiya when she's pissed or otherwise irked. Within these closed spaces (which he can sense the location of) he can use his abilities to fight the Shinjin which Haruhi unconsciously makes there.
On the side note, Koizumi seems to have no sense of personal space what so ever. And he comes off as fruity and/or creepy as all fuck, depending on how you see him or how you think. And when he explains things he tends to use metaphors and/or heavy use of philosophy and physics.
